Personal Licence Obtainment Pre-Requisites


There are basically two forms of licences pertaining to the sale of alcohol: Personal licence authorizes an individual to sell or supply alcohol from an establishment that has a premises licence. Another is premises licence which applies to a particular place, building or any open area where alcohol retail has to be carried out on permanent basis. A licence is generally valid for 10 years from the date of its grant.  In addition to these two, a Temporary Event Notice (TEN) exists which indicates the occurrence of a temporary event. All these are effectively implemented under the Licensing Act 2003.

A personal licence can be obtained from any of the local licensing authorities. However, a personal licence training course should be undertaken and an evaluation needs to be cleared first in order to apply for a personal licence. Clearing the assessment will get you a NCPLH certificate which is required to apply for the personal licence. A number of institutions all over the country carry out such courses and offer class room based or online learning for the convenience of the personal.

There is no basic requirement to undertake the course. The duration of the course is a single day and at the end of the day an evaluation is conducted. The exam can be conducted by the institution itself. The assessment consists of 40 multiple choice questions out of which 28 questions are required to be correct for passing the assessment.

Once you have completed the personal licence training and have obtained the National Certificate for Personal Licence Holders, you can easily apply for the personal licence. The licence application should be accompanied with the NCPLH certificate and a basic criminal record check by the Criminal Records Bureau to ensure that you have not been engaged in any of the criminal activities before. Many institutions help their clients to process the license application.
